1. Acceptance of Terms

By accessing or using the Commentary feature on our platform, you agree to comply with these Terms of Use and our platform's general Terms and Conditions, Privacy Policy, and applicable laws and regulations. If you do not agree to these terms, you must not use this feature.

2. Description of Service

The Commentary feature allows users to view, post, and interact with comments related to specific cryptocurrencies. This includes posting original comments, replying to others, and engaging through likes, dislikes, reports,  or tipping. All user interactions are subject to moderation and review by the Platform.

3. User Obligations

3.1 Account Requirements

3.1.1 Users must register a verified account, set an account name, username, and profile picture (if applicable), and agree to all relevant Platform agreements before posting any comments.

3.1.2 Each account must adhere to the Platform’s content standards and refrain from unauthorized, illegal, or harmful activities.

3.2 Posting Comments

3.2.1 Comments must not exceed 1,000 characters and may include text and emoji but not active hyperlinks.

3.2.2 Users must refrain from posting offensive, harmful, or inappropriate content, including but not limited to hate speech, violence, or misleading information about cryptocurrencies.

3.2.3 Users are required to post contents only related to cryptocurrency. All posting unrelated to cryptocurrency will be deleted without notification.

3.2.4 All comments, including replies, are final upon submission and cannot be edited.

3.3 Interactions

3.3.1 Users may like, dislike, or report comments. Each account is limited to one like or dislike per comment.

3.3.2 Reports exceeding the Platform’s threshold (e.g., 10 reports) will trigger an admin review, but the comment may remain visible until further action is taken.

3.4 Tipping Function

3.4.1 The platform allows users to tip Level 1 comments and replies using CoinEx Token（CET）to encourage high-quality content engagement. 

3.4.2 Users shall not engage in manipulative behaviors such as coordinated tipping, inducement, or mutual tipping schemes. The platform may impose restrictions in such cases.

3.4.3 The platform reserves the right to restrict tipping privileges for the following types of accounts, including but not limited to:

• Accounts with withdrawal or transfer restrictions;
• Accounts bound to multiple-approval withdrawal email settings;
• Sub-accounts, deactivated, delisted, or risk-controlled accounts;
• Users attempting to tip their own comments.

3.4.4 Before a tipping transaction is executed, the platform will verify the account status, balance, and daily limit. Tipping amounts shall be whole numbers of CET. The platform reserves the right to adjust the supported tokens and tipping limits.

3.4.5 Each comment may receive multiple tips. All tipping actions shall take effect only upon final user confirmation and are irrevocable and non-refundable once confirmed.

3.4.6 Upon a successful tip, the tipped amount will be deducted from the sender's spot account and credited to the recipient’s spot account. Relevant transaction details will be recorded in the asset history.

3.4.7 Each comment will accumulate the number of tips and related records. The recipient will receive a notification of the interaction.

3.4.8 The algorithm for calculating comment heat (popularity) is determined and interpreted by the platform and shall be adjusted based on operational requirements.

3.4.9 Tipping is a voluntary decision made solely at the discretion of the user. The platform shall not be held liable for any misunderstanding, dispute, technical failure, or asset loss arising from tipping activities. Once confirmed, all tipping actions are final and non-refundable. The platform reserves the final right of interpretation over the rules governing the tipping feature.

3.5 Comment Sharing Function

3.5.1 The platform offers sharing functions for certain comment content, enabling users to share content of interest both within and outside the platform. This sharing function shall be only available for content that has passed moderation. The platform reserves the right to adjust, restrict, or discontinue this function at any time.

3.5.2 Users shall ensure that the shared content complies with applicable laws, regulations, and platform policies. The platform merely provides technical support for sharing and shall not assume responsibility for the authenticity, legality, or intellectual property rights of the shared content. All sharing activities shall be initiated voluntarily by users, and users shall bear full legal responsibility for such actions.

3.5.3 To mitigate risks, the platform advises users to avoid sharing sensitive information, infringing content, or comments that may lead to disputes.

4. Content Moderation

4.1 Filtering and Review Process

4.1.1 Comments are subject to a two-stage review: initial automated filtering and a comprehensive review involving admin checks.

4.1.2 The Platform may employ AI and keyword filtering to detect and flag inappropriate content. Users acknowledge the possibility of delays or errors in this process.

4.1.3 The Platform shall have the absolute discretion to remove any contents, comments and posting in the event if the items failed to pass the filtering and review.

4.2 Prohibited Content

4.2.1 Users must not post or engage with content that:

• Violates any applicable laws or regulations.
• Contains harmful, violent, abusive, defamatory, or misleading information.
• Includes unauthorized advertisements, promotions, or spam.
• Circumvents or attempts to bypass thePlatform's filtering mechanisms.

4.2.2 The Platform shall have the absolute discretion to remove content promoting violence or hatred against individuals or groups based on any of the following attributes: age, caste, disability, ethnicity, gender identity, nationality, race, immigration status, religion, sex/gender, sexual orientation, victims of a major violent event and their family members.

4.2.3 The Platform shall also have the absolute discretion to remove content that targets someone with prolonged insults or slurs based on their physical traits or protected group status, like age, disability, ethnicity, gender, sexual orientation, or race. Other harmful behaviors, like threats or doxxing are also disallowed.

4.3 Enforcement Actions

The Platform reserves the right to:

• Remove or disable access to any content deemed inappropriate or in violation of these terms.
• Issue warnings, restrict posting privileges, or suspend accounts based on repeated or severe violations.
• Implement temporary or permanent bans on accounts violating these terms, at the Platform's sole discretion.

5. Intellectual Property

5.1 Users retain ownership of the content they post but grant the Platform worldwide, royalty-free, sub-licensable, perpetual and irrevocable license to display, reproduce, and distribute the content within the scope of this service.

5.2 Users must not post copyrighted or proprietary material without the owner’s authorization.

5.3 Users must not violate other’s intellectual property rights.

6. Privacy and Data Usage

6.1 The Platform collects and processes data in accordance with its Privacy Policy. Users consent to the collection and analysis of comments and interactions for moderation and service improvement purposes.

6.2 Personal data, including account information and interaction logs, may be shared with authorities if required by law.

7. Limitation of Liability

The Platform is not responsible or liable to any Users for any liabilities  in relation to:

• Any actions conducted by the Users on the Platform.
• Any contents posted or comments posted by the Users on the Platform.
• Users’ independent assessment of the truthfulness, accuracy, completeness, or timeliness of comment content, for which the Platform makes no representation or warranty.
• The conduct or responses of content creators or authors receiving tips, and any consequences arising from Users’ voluntary tipping activities.
• Any duplicate or erroneous tipping caused by User error, device malfunction, or network issues, where Users are responsible for verifying their actions prior to confirmation.
• User-generated content or any damages resulting from reliance on such content.
• Loss or damage resulting from delays, errors, or omissions in the content moderation process.
• Any technical disruptions, including high-traffic scenarios or security breaches.

Users shall exercise caution when using the Platform’s services and acknowledge and accept the associated risks.

8. Suspension and Termination

The Platform reserves the right, without any liability, to the Users:

• Suspend or terminate access to the Commentary feature for any user violating these terms.
• Modify or discontinue the feature without prior notice.

9. Indemnity

Users agree to indemnify and hold harmless the platform and its affiliates from any claims, liabilities, or damages arising from their use of the Commentary feature.

10. Amendments

The Platform reserves the right to adjust the scope, interaction methods, supported tokens, or technical restrictions of the tipping and comment sharing functions as necessary for operational purposes. Continued use of these functions by the user shall be deemed acceptance of such adjustments.

11. Dispute Resolution

11.1 Any disputes arising out of or in connection with this Agreement shall first be resolved through friendly consultation between the parties. If the consultation fails, either party may submit the dispute to the Singapore International Arbitration Centre (SIAC) for arbitration. The arbitral award shall be final and binding on both parties.

11.2 The arbitration proceedings shall be conducted in English.

11.3 During the dispute resolution process, the user shall continue to perform their obligations under this Agreement.
